Possible signals

Inventory, brand, category, campaign period, popularity or product characteristics can be used as a ranking rule.

Relevance first

A commercial rule should not unnecessarily displace a strong exact match.

Scope

Limit rules where possible to relevant queries, categories, markets or periods.

Governance
